Patience.

When funds are available, I buy the next most needed part...then I am patient.  
Not much different than NASA, defacto.

That said, I must agree with others that $10k is not much money for a rocket 
project done by a group: if there are five of you, it's $2k each; some will 
have it, some will have to raise it. Elon used to throw keggers for profit when 
he was at Penn....
