Gruesome history.
Antwerpen was targeted because of its port which armed allied forces on their
way to Germany.
My book numbers 1610 V2's were launched at Antwerpen of which 450 exploded in
or nearby city.
At least 2394 V1 cruise missiles were intended to hit Antwerpen but only 211
made it through the allied AA artillery barrage using 531960 grenades.
V1s were slow & vulnerable but their explosions could flatten more buildings
than V2s. Without AA defence Antwerpen would have had it.
As to the "hits" in Antwerpen and vicinity:
3118 houses pulverized
27616 houses severely damaged
67659 houses damaged
6448 civilians perished
22524 wounded
Source: Antwerp under the V bombs 1944-1945, Koen Paulinckx, 2004, Dutch.
ISBN: 90-5325-254-1
Maybe V-weapons could have been more "effective" if allowed to initiate
firestorms, the Arthur Harris (the Dresden decimator) way.

1942, actually (Oct 3rd). But there is a big difference between "first
successful flight" and "ready for operational service" -- in fact, even
when it did go into service, the V-2 wasn't really ready, as witness the
large number of failures. (About 1600 fired against Antwerp produced
about 600 hits.)
The production method ( forced labor, work to death ) would have never
allowed to improve on that percentage.
All aided by other resource limitations.
Same goes for the other high tech projects. aero engines in general, Jet
engines, ...
