Hi Jaromir.

With a little refactoring, top can now accommodate those 'screen' quirks.  The 
3.3.6 behavior has been restored while also retaining the expected/desired 
behavior at other terminals with or without the 'enter_ca_mode/smcup/ti' 
capability.

I'm holding the patch until these other commits are pushed since NEWS is also 
affected.
