Remember doing this experiment at home or school? - You stick a
drinking glass under the water in a sink, invert it and it pull up
about 3/4 of the height of the glass - and not as high as the lip of
the glass. The water stayed in the glass and didn't go down to the
level of the water in the sink? This has to do with the air pressure
vs. vacuum.
Try this. After you fill the cartridge, ensure that the area around
the refilling hole is clean and dry, then firmly stick a piece of
Scotch tape over it.
