- When you consider public land, you must ask, don't I already have permission to be there? For most public land the answer is yes, I am allowed to be there, I have permission to be there. Some public entities have policies in place that must be followed. Others have chosen not to put a policy in place. As long as I don't break a policy, I don't see why I can hide a cache on public property. As you might notice private property is different. Explicit permission is a must in all cases. That kills more Walmart caches that we fortunately don't see too much in STL. You would have to hide your Frisbee there and have someone else come and find it to play Frisbee for the two to be remotely the same. That sounds like a small town rule. Some of the places I have thrown a Frisbee you really wouldn't want to hide a cache. You can throw a Frisbee almost anywhere without hassle.
