Anything is possible, but I highly doubt anyone has found all of the caches 
needed for whichever letter in the state of Missouri. If, and I do stress *if* 
someone is like that and could prove it...I might grant an exception. 
You're right there is no rule like that in the SLAGA challenge...but there is a 
rather restrictive rule that says you must state intent to do the cache. None 
of 
the major challenges I have seen personally have such a restriction...why have 
one anyway? At lease I am far from being alone in having my restriction.

There is no rule in the SLAGA County Challenge that states that they cannot use 
a cache that was published after the challenge was published. If one has 
already 

found all of the "x" or "z" or "n" or whatever caches in the state of Missouri 
before your challenge cache was published then they can NEVER complete your 
challenge. This means that there are some who are restricted OUT of your 
challenge.
