My objective is to heat the water quickly, I will worry about ISP later. H2O2
is not in the equation. Heated water only. Please stick to the topic or move
on. I have studied H2O2 and I want to stay away from it for now.

I think the objective is to be a steam rocket, which is a lot higher Isp than a
water rocket. But that should work. People have talked about pressurizing a
peroxide tank by running a little of the fluid through a cat pack, equivalent
to the “pressure builder” on a cryo dewar. Using the kind of regulator used on
pressure builders would make it a mechanically regulated process.
If you want to make a steam rocket with peroxide, you run 85% through a silver
mesh and then a c/d nozzle...
