A *rocket* engine is most energy efficient with an exhaust velocity matched
to its flight speed, yes.  (This is, however, of no practical importance,
since energy efficiency is not the dominant design issue for most types of
rocket.) ...

With regards to molecular efficiency, it's not an issue for *any* type of
rocket. It might appear to be a consideration in some types of non chemical
propulsion units where there's a trade off between Isp and dry mass
requirements of the power unit for example, but it would be an erroneous
assumption to link that to molecular efficiency. There's no direct link to
molecule efficiency or to the velocity the rocket is travelling at. Air
breathing engines - sure it's a critical consideration to your fuel
efficiency - no argument there.
