Isn't this pretty much true of any sort of ramjet
(i.e., not limited to the Bussard variety)?

I wouldn't be quite that harsh.  For some not-too-demanding cases of
atmospheric cruise, even simple ramjets can work passably well.

Now scramjets, yeah, they mostly work better as drag brakes than as
propulsion, so far. :-)

It is all about _Intakes_ !

All intakes produce drag ( missleading! in correct terminology they "are energy sinks" ).
You expect to recover and efficiently add energy in the process.
So many processes that work that way around :-)
