My understanding is that solid motors are regulated as explosives and can only 
be manufactured in a licensed explosives factory, making it impractical for 
amateurs.

On the other hand, I'm not aware of any specific laws regarding liquid or 
hybrid motors.  (You would still need to clear it with the fire department, 
Natural Resources, etc. but I don't think that would be too problematic if you 
have your act together.)
