That's horrible... That's certainly not what I've always imagined about signage. However, recently I heard of a case where the sign's text was miss-spelled here in Pensacola. We were looking for the location of ticket windows for a particular bus company and then the location of a particular bus. There were many many signs. Unfortunately, many of them had arrows pointing in misleading directions. By following information on a sign, we kept finding ourselves in entirely thw wrong place. We ended up consulting a harrassed commutor, also no cops or personnel to ask. Signs are often over-rated. Information often changes, but the signs remain.
