I agree with Ann. As we've learned, the ratings aren't always accurate. I've seen Good that was really Fair and Excellent that wasn't, including books already in the collection. Definitely reject, and explain in the comments, and maybe if she gets rejections she'll ask how to improve, and maybe the staff will learn to forward reasons for rejections.
