[bksvol-discuss] Notifying submitter of reasons for rejection

Really. I thought they used to. I remember years ago
getting a reject because the book was a duplicate and
had been submitted by a school.
If the comments aren't being forwarded as part of the
rejection notice, that is one of the important things
that should be change.
