Indeed, one reason MSFC had for lying low on the center-engine Pogo was that a Pogo suppressor for that engine had already been designed and qualified, and would be incorporated on all Saturn Vs from Apollo 14's on. But 13's was already stacked, and the center-engine Pogo problem on 12 had been annoying but not really serious, so they decided it wasn't worth unstacking for the fix.
