Yes it can, but it gets tricky with the cell phone, because the screen
changes with the touch.
Where this has come in handy is when for whatever reason voice hadn't worked
on my phone, and I could tell if the screen is up.
On a flip phone, one time, I used it to check special characters in a
password when I didn't have speech.

The contrast that the Optacon II reads is on computer screens. It doesn't
read print any better than the R1D and most usere find it more difficult
to fine-tune. When I tried adjustinng the print quality, usually the text
disappeeared altogether. But anyway, you would not find an improvement
readinng cans and boxes.
