I view "posting a submission" notice as an attempt to facilitate getting a
validation.
Books often sit for months in the step1 pool going unnoticed; anything one
can do to speed up the process is advisable.
Posting a "just submitted" note might get someone's attention and have
them head on over and grab it.
I often respond to those notes; and so do many others.
