I have never tried that method. What is the minimum for a book to be
rated "good" rather than "fair" using the system you describe?

What is to prevent a submitter just saying the submit is "good"
instead of "fair" and not improving the quality of the submit?
There is nothing in the system which judges a book at time of
submission is there?
