If the original submitter is the one who chooses the quality rating, then he or she won't need to upgrade it--unless you mean after it was rejected, and he/she might resubmit. But the books go directly on the download page, don't they, with no one checking them first? Then having learned that a Fair rating will be rejected, henceforth he/she might just rate it Good so it won't be rejected. That is what I see as a problem.
