Hot gas jets are also conceivable, although more complicated. The second and third stages of Scout were steered by peroxide RCS systems. (The first stage used the V-2 combination of exhaust vanes and fin control surfaces; the fourth stage was spin-stabilized.)

Scout was actually quite an interesting rocket, although technical details are often hard to find. It came out of the NASA sounding-rocket group rather than the missile contractors, and it made a number of design choices that seem unorthodox now, yet it was quite successful (after the usual teething troubles).
