[procps] Last call for procps 3.3.8

It's that time again! procps-ng 3.3.8 is about to be released, so if
you have something that needs to get in, nows the time. Moving pidof
should be delayed to after this release so it can be better coordinated.
I also have to have a look at w and the idle times as this has changed,
which will also be after 3.3.8
Looking at the library changes with
git diff -b v3.3.7 -- proc/*.[ch]
I think its only a revision number update as its only internal changes.
