If each of the 3 have 20 tics, then they're all over the 10% threshold.  So 
each will display normally.

Each cpu is scaled individually based on only its total tics.  Assuming nothing 
strange happens when a Nehalem core is revived, I expect the % distributions to 
be spread among user, system, idle, etc.
