[optacon-l] Super-imposed material

Another visual thing which is becoming increasingly common in print
matterial and possibly on computer screens, is text imposed over a picture
or background design. Material which is supposed to be important is often
surrounded by heavy black lines. Scanners as a rule can't interpret such
material. Most of the time they don't even see it. Most blind non-Optacon
users are very surprised when they are made aware of these possibilities.
