Hardware. Monitor. Probably monitor's power supply, or possibly the line
voltage. Definitely not software!

PS Is it a Trinitron?... as Trinitrons get older they tend to degauss by
their own volition once in a while (though, you'd see your image wobble and
hear the sound that goes with the degaussing rather than getting brighter).
