Looks like a time out problem

The connect times out before the message receipt acknowledgment is sent.

Hence, the pop server thinks you have not received the msgs.

If you are on a IMAP system that another issue.

I would talk yo Bell support.

Are you running anti virus software. If so check the time out prevention in its 
settings.
