This is my position. What stopping someone from getting out and walking to it?
Permission has been granted, so I fail to see an issue.

I think the issue is that if the gates are locked how is a cacher
supposed to go find the cache. Caches are supposed to be available
for the public to find. If the gates are locked and no open hours are
posted, it is difficult.
The public was supposed to have access to the area.
