honestly, I understand the inquiry. I'm just having fun. Nobody ever said it
was going to be easy.

Maybe a revision of the Frisbee rule is in order...hmm, a bolt-cutter rider
(we always called them 'keys' anyway)? We could call it an enhancement, or
maybe, an undocumented feature.

I think the issue is that if the gates are locked  how is a cacher 
supposed to go find the cache.  Caches are supposed to be available 
for the public to find. If the gates are locked and no open hours are 
posted,  it is difficult.

The public was supposed to have access to the area.
