[GeoStL] New "Submit a cache" page

Just in case anyone hasnt noticed, the "submit a cache page" has changed a
little.
From the forums,
In our ongoing code change we have moved the report/edit a cache page to
the new codebase. Part of the change allows you to enter the coordinates in
different formats (similar to how it works on the new seek page). It also
checks for common posting errors (eg. won't do a double-post for new
listings when you hit the submit button twice).
The new page does use JavaScript, so if you don't have it enabled you will
need to do so.
