- I asked permission from St. Charles County for my ROW series. However, one guy told me that no one would ever give me permission because it made them liable. He said "just place it but, I really didn't say that." He was an administrator of some sort so I considered this all the permission I needed. I actually talked to 2 or 3 people but none of them had the authority to approve it. This was for a single cache. Guard rails and street signs are usually county property. There is a law in St. Charles County that nothing can be attached to any traffic control including stop signs, etc... I don't know if they consider a guard rail a traffic control. If so, then a few of mine fall in that category.
