If a book is garbled, missing chapters, mixed up pages...then they need to be rejected no arguments, but if the book is missing pagebreaks and chapter headings can be inserted and otherwise the scan is close to perfect, rejecting it because it is not easily navicable by daisy users (who appear to be few), is a diservice.
