I think the question was about whether the proofreader gets any notes the submitter might have left. If I understood that correctly then the submitter adds notes to the proofreader as the last step of the submission process and the proofer then must click the editing history of the book to read any such notes. The proofer will also have to somehow separate out the note from all the technicalese on that history page that interferes with making sense of it.

If a book is sent back to a proofer for more work, then there will be
