Hi Clarissa,
When a scanner submits a book to the checkout list, they get a confirmation
email that let's them know their book has been submitted. That's all.
If a book is sent back to a proofer for more work, then there will be
instructions for how to handle what still remains to be done.
Both the scanner and proofer receive this email. Does that answer your question?

It is my understanding that when someone submits a book, they are sent
an email that includes notes to the potential proofreader about what
needs to be fixed. Is this correct, and, if it is, is it possible for
the proofer to then get a copy of that information?
