Is this a book you're scanning or validating? If it's one you're scanning, do you have anyone who could tell you where the page numbers appear in the actual book? Otherwise, I don't really think it matters. Some books have them on the top of the page and some at the bottom, so as long as you're consistent in the numbering, where you place the numbers shouldn't matter. Take care.
