It absolutely is; and there's no big mystery why it isn't used, it
turns out that many people in favour of the death penalty aren't
particularly in favour of humane, and they block it.

Actually (OT), I think it's more likely that it's blocked by people who oppose the death penalty, because it takes away one of the arguments against it: being "cruel."
