V$LOCK_TYPE says this about SI enqueues:
SQL> @lt si
Show lock type info from V$LOCK_TYPE for lock si
TYPE LOCK NAME ID1 MEANING ID2 MEANING
LT_ DESCRIPTION
---- ------------------------------ -------------------------
------------------------- ---
------------------------------------------------------------
SI Streams Table Instantiation object # 0
NO Prevents muiltiple streams table instantiations
So, do you have streams in use?
