For all you administrators, the interpretation of "section 404" is probaly the
part that will affect you the most.  It has some interesting statements about
senior financial officer adopting a code of ethics...  The thing is that this 
seems to be one more thing that "rolls down hill" and may affect or cause some
controvery over what you are "authorized" to do.  Administrators really stick 
out to these auditors...
