Paul when you are talking about resizing the photo do you want to  
resize the pixel dimensions of the image or the file size?  If you  
are trying to resize the pixel dimensions you can do it in Image size  
just by entering new value in the Pixel Dimension area under Image  
Size, make sure that the constrain proportion box is checked.  This  
is how it works in CS and I am pretty certain it was the same when I  
had Elements.  If you are trying to lower the file size of a JPG just  
use the Save As under File and then it will allow you to drag the  
quality selector and will show an approximate file size in the left  
bottom corner.
