Yes. Once the new one is operational, you can download Carbon Copy Cloner onto your old unit here:

Connect the new machine via firewire in target mode and CCC will clone your old computer on the new one.

If you want to drop off your 'new' unit to me, I will install an OS and get it up and running. When you get it home, start it in 'Target mode' and firewire connect it to your old one. It will appear as an extra drive on your old one and you can transfer whatever you like at your leisure. Firewire cables are cheap, but I might have a spare for you. Your install of Tiger might be hanging because the optical drive is faulty.
