It did seem large. Larger than the laughing gulls in the area. I didn’t see a
forked tail or anything.

My first impression is of a Caspian Tern, because of the very large
orange-red bill.
I have only seen these a couple of times, in mid summer on Lake Michigan.
The black wing primaries may be wider than they appear in this photo. The
Caspian does not have much notch in the tail. It seems to be collapsed at
the moment of the photo.
The Royal Tern is smaller, has a similar, but much lighter orange, bill. The
Royal also has a deep notch in the tail. Can you see this in other photos?
