If people are going to be dishonest, they are going to be dishonest.
CCCooperagency was logging virtual caches (with answers that could be found
on the Internet) in different countries and states on the same day.  We are
never going to stop people who will cheat.

What we are talking about is honest cachers, so we should just deal with
honest cachers.  You are right, if they don't sign it, you will never have a
way to know for sure.  I trust people to be honest.  I've had 1749 logged
finds of my caches and I only know of one time when I think a person
cheated.

I've been to situations where the caches are placed in very public places
where  it is hard to get them without giving away the location.  I remember
one in Forest Park (by the Jewel House) that was in a tree.  I saw the
container, but someone was laying right by it.

If it is not a big deal to come back when you can sign it, you should.  But
if it is a long distance or hard to get to, I see no problem with logging it
if you actually spot the container.  If people feel they have to sign the
log, it would encourage people to sign it when signing it would expose its
location.
