Could this be a CCTV that you are talking about? I have never used one, but I remember it being talked about way back when I was in rehab. It is an actual television camera that takes pictures of the book and displays the image on a television screen. They are for low vision people. The television screen can be adjusted to make the image of the words larger or to increase the contrast and perhaps other things to make it readable.
