Julie is right, there has to be hard page breaks.
Perhaps you can try to work on the book in Word's format until you finish and only then save as rtf.
I would try it for a couple of pages to test it out first.

Thanks, Grace.  I did save in both rtf and Word, and
when I work in RTF it automatically switches to Word,
but I don't think I did exactly what you suggest, so
I'll try both your and Robin's suggestion.

I have continued working. When I put in hard page
breaks and close, then re-open, there is one line
space between the page number and the preceding text
(the page numbers are at the bottom of the page) and
three line spaces between the page number and the next
page's text. Is this satisfactory, or do there have to
be hard breaks?

Try saving in Microsoft word's format. Perhaps this
will take care of
whatever is bothering it.
Then try to save it as rtf. Otherwise you will have
to release it because
txt won't save page breaks.
