Most of the "fair" and "good" quality books are from people who consistently submit this type of scan. I am not saying this is always true. I am saying that a very few people are making most of the submits which ultimately are rejected.
The incorrect rating the bookshare system may occasionally have is a separate important issue. But we are going to continue to have difficulty if a submitter submits poor scan after poor scan and validators have to take time to clean them out of step 1.
