I think it would be a good idea to put in some kind of blank line indicators, since for braille readers every chapter will start at the top of the page, no matter where you started it in the original.

Yes, I was planning to do that--I already have the
note written. But after what was said today on the
posts, if the line spaces are eliminated, I wondered
if I should put something in the file so i would be
easier for Braille readers.

You could put a note at the beginning of the book
that says something like:

"The print copy of this book contains no chapter
headings. Chapters are
indicated by starting the text 1/3 down the page.
This scanned copy will
indicate chapter breaks with the words "Chapter
break."

Or if you didn't want to put in all the explanation,
you could just write
"Chapter break without headings" at each such break.

I'd avoid putting in chapter numbers when they don't
exist in the print
copy.

Just my nickels' worth.
