What problem do you expect they're having that that would solve?

This isn't a high energy upper stage. Air friction losses are not
trivial. Dense propellants matter.

But more than optimum paper performance, operations and testing and
ability to build and test the rocket matters. I can't see how hydrogen
could possibly help with those.
