Well, note that there's two separate programs in this announcement: hypersonic missiles, and technology work on possible future uses of the SABRE technology. There isn't necessarily any overlap, and in fact the only potential applications explicitly mentioned for the latter are manned aircraft.

LH2-burning tactical missiles or aircraft sound like a real stretch -- not impossible, but a tremendous practical headache -- and you can do Mach 5-ish without great difficulty on kerosene. (Or even alcohol, the first hypersonic weapon having been the V-2...) Maybe some aspects of the SABRE work would still read across, or maybe this is just someone finding an excuse to justify throwing some money Reaction's way after being told to do so by upper management.
