The national security issue is at least that there is something wrong w/ the
upgraded radar system, since only aircraft w/ that upgrade are having this
problem and those w/ the upgrade are showing these artifacts pretty much upon
return to service.
Whatever else may be going on, those facts plainly call for review of this
matter to be classified.

Since the USN claimed to record (very) nontrivial violations of typical
aeronautic capabilities, it might even boil down to a clever and humiliating
spoof of their then-shiny-new USN targeting systems. Which they would never
care to explain in detail. That in one case the UFOs darted over to where the
F-18s had been loitering is either very observant and scary, or a clear sign
of, as Henry put it, a USAF (or, more likely, NSA) “hah ha.” OTOH,
eyewitnesses.
