I have seen 6-inch AN, HTPB, Mg motors flown. They were all flown close (3
months - maybe) to the casting date. All were in rockets that by design
were low and slow.

Define "practical".
There have been formulations based on PBAN and Mg, and they require the
near-mystical Phase-Stabilized Ammonium Nitrate
to allow anything close to long-term storage.
I've seen amateurs try to fire some test motors. They are hard to start,
and seem to suffer lots of combustion instability.
But I've never tried one myself, so, YMMV.
