I think there are a few reasons which sometimes work together separately.
Since LS was originally designed for people familiar with Linux, it made sense to use text config files for everything.
There is a school of thought that says an individual litestep installation should be completely self contained and portable, which would expressly forbid using a machine-dependent registry. Possibly this grew out of the time when themes were distributed as full installs but I wouldn't really know...I came on as this practice was dying off.
It is probably easier to help people if the settings are stored in text files instead of the registry. There's nothing other than Litestep stuff to wade thru in the LS text configuration files. Also it's easier to send these files to others and open and close them. Especially if you download a new theme and want to make sure it isn't going to change you system colors before you run it ;) Now if LS did go to XML you would want a viewer, so this point wouldn't be valid anymore.
Finally, many users are just plain unfamiliar with the registry.


I guess it wouldn't be a problem to store one variable in the registry, depending on what it is. Especially if there's no concievable need for the user to access it directly.

These are just my thoughts; they may be wrong.
