Tns listener problems after applying alert68 patches

Have any of you run into listener problems after applying the alert68
patches?

We ran into connectivity problems for 8i (unix) - lsnrctl start fails -  and
for as10g infrastructure tier (win32) - cannot connect to infra db - , I am
wondering if they could both be due to the patch.
