Jared,

Users are using outlook 2000, and we are on exchange 2000.

All users connect to the Exchange server, but I notice in my outlook
settings I can specify, in the options to 'Never send a receipt'....

Are you running NT or 2000?

In an Exchange enviroment where all users directly
connect to Exchange through Outlook, your user(s)
CAN'T disable sending read receipts to a person who
requests them who also resides in the same
organization. Read Receipts can only be disabled by a
user when it's over the internet and outside of the
Exchange environment.
